does anyone know where i can find 100% free public records and background checks online?

i am trying to help my cousin find her birth father and we need a website where we can find 100% free records on him. please help. if you respond tell us one that you KNOW we can get FREE records on NOT just some site that you google’d and think is free but is not. we need one that is REALLY free.
i know that they’re might not be totally free ones, that is why i asked if anybody knew of any ones that might be completely free. you don’t have to be a complete jerks about it.. don’t answer if they’re aren’t any duh.
